Protecting the Union : analysing an emerging policy space

Un nouveau type de coopération européenne, organisationnelle, institutionnelle et politique, témoigne de l’émergence d’un espace politique européen dans lequel s’affirme une préoccupation commune, la protection des citoyens de l’Union. Cette politique intersectorielle implique à la fois des acteurs gouvernementaux et issus de la société civile et comporte une diversité de sites institutionnels. Ses dimensions transcendent la division interne et externe de la politique communautaire.
