La loi n° 2006-64 du 23 janvier 2006 relative à la lutte contre le terrorisme et portant dispositions diverses relatives à la sécurité et aux contrôles frontaliers (LAT) apporte la réponse la plus opérationnelle possible à la menace terroriste, tant dans le domaine de la prévention qu’en matière de répression des actes de terrorisme. Elle vise également à contribuer à l’efficacité du dispositif de sécurité afin de concourir à la préservation de l’ordre public et à l’amélioration des contrôles frontaliers. Elle comporte donc, à ce titre, certaines dispositions qui concernent la police administrative et d’autres, la répression des actes du terrorisme.

In adopting a resolution on the annual debate on the progress made in 2007 in the Area of Freedom, Security and Justice (AFSJ), the House calls on the European Council, the Council and the Commission to initiate the process of determining priorities for the forthcoming AFSJ multiannual programme for the period 2010-2014, on the basis of an ambitious and coherent approach and join the European Parliament in its dialogue with the national parliaments on the priorities for the period 2010-2014.

It is also the first to take up the provocations found in Michel Foucault’s recently published Collège de France lectures, particularly Society Must Be Defended, Security, Territory, Population and The Birth of Biopolitics. The contributors reassess the way Foucault worked experimentally and in collaboration and dialogue with others.

Making Europe more secure for its citizens while maintaining civil rights and liberties is the goal of European Security Research. By co-operating and coordinating efforts on a Europe-wide scale, the EU can better understand and adequately respond to risks in a constantly changing world and enhance its competitiveness at the same time. Innovative technological solutions such as advanced video surveillance in public stadium areas facilitate the action of security authorities. This is a new common research project involving 23 European security administrations and one United Nations agency to benefit from each others experience, to avoid duplication and to obtain a critical mass of resources. The research network, called EU-SEC II, is funded by the European Commission under the 7th Framework Programme for Research. It is one, among many, concrete action that will be presented today at the third European Security Research Conference

Rendre l’Europe plus sûre pour ses citoyens tout en préservant les droits civiques et les libertés, tel est l’objectif de la recherche européenne sur la sécurité. Grâce à la coopération et à la coordination des efforts au niveau européen, l’Union est mieux à même de comprendre les risques présents dans un monde en constante évolution et d’y répondre tout en améliorant sa compétitivité. Des solutions technologiques novatrices telles que les systèmes avancés de vidéosurveillance dans les stades publics facilitent la tâche des autorités de sécurité. Il s’agit d’un nouveau projet de recherche mené en commun par les administrations en charge de la sécurité de 23 pays européens et une agence des Nations unies. Ce projet vise à tirer parti de l’expérience de chacun, à éviter les activités redondantes et à obtenir une masse critique de ressources. Le réseau de recherche, baptisé EU-SEC II, est financé par la Commission européenne au titre du 7e programme-cadre pour la recherche. Cette action concrète parmi beaucoup d’autres est présentée aujourd’hui à la troisième conférence européenne de recherche en sécurité.

This includes the drugs action plan, the strategy covering the external aspects of the area of freedom, security and justice, and the action plan to fight against terrorism, which supplement the Hague Action Plan, in accordance with the set timetable.

Ceci englobe le Plan d’action drogue, la stratégie relative aux aspects externes de l’espace de liberté, de sécurité et de justice et le plan d’action visant à lutter contre le terrorisme, qui complètent le plan d’action de La Haye, conformément au calendrier fixé.

One of the hijackers of the Italian cruise ship Achille Lauro has been released, after serving more than two decades in an Italian jail. Ibrahim Fatayer Abdelatif was one of a group of Palestinian militants who hijacked the ship in 1985. Authorities have ordered Ibrahim to leave Italy, though his lawyer says that he has nowhere to go. Although Ibrahim has officially been expelled from Italy, he cannot leave until he finds another country that will accept him.

The French, Czech and Swedish Presidencies will coincide with a period of significant changes for the European Union. The end of 2008 and the beginning of 2009 will be the last period of full-scale activity for the European Parliament and the Commission. The elections to the European Parliament in June 2009 and the appointment of a new Commission during the second half of 2009 will have a profound effect on the work of the three Presidencies.

The main purpose of this paper is to better understand the political importance of the so-called G6 group that unites the Interior ministers of the six biggest EU member states. Furthermore, some of the implications of the Prüm Convention will be discussed, as the group of Prüm signatories has been compared elsewhere to the G6. However, this paper also hopes to contribute to the wider discussion of the phenomenon of ‘flexible integration’ in area of Justice and Home Affairs. Thus, after a brief historical overview of this issue, a relatively unknown theory of flexible integration will be presented, and briefly applied to the case of the Prüm Convention.

Border management, including the need for a balance between freedom and security, was the subject of a discussion at the EP on Monday between MEPs, national MPs and visiting experts. In the near future Parliament is due to scrutinise several proposals designed to consolidate the system created by the opening up of Europe’s borders and the introduction of the Schengen regime. MEPs will be keen to ensure that fundamental rights and privacy are respected.

La Commission a adopté ce jour son troisième rapport annuel (également nommé « tableau de bord ») sur la mise en oeuvre du programme de La Haye, qui fait le point sur les avancées des politiques menées en matière de liberté, de sécurité et de justice. Le programme de La Haye, qui couvre la période 2005-2009, a pris la suite de celui de Tampere, mis en oeuvre entre 1999 et 2004. Le tableau de bord 2007 évalue les progrès accomplis dans la réalisation des mesures prévues dans le plan d’action de La Haye pour l’année 2007.
