In adopting a resolution on the annual debate on the progress made in 2007 in the Area of Freedom, Security and Justice (AFSJ), the House calls on the European Council, the Council and the Commission to initiate the process of determining priorities for the forthcoming AFSJ multiannual programme for the period 2010-2014, on the basis of an ambitious and coherent approach and join the European Parliament in its dialogue with the national parliaments on the priorities for the period 2010-2014.

This working document offers a conceptual framework for understanding the processes underpinning the external dimension of EU Justice and Home Affairs (ED-JHA). Practically, it defines how the export of JHA principles and norms inform the geopolitical ambitions of the EU, i.e. the use of space for political purposes, or the control and management of people, objects and movement. The author begins by investigating how the ENP reconfigures the ED-JHA, and then goes on to discuss various conceptual stances on governance, specifically institutionalism, constructivism, and policy instruments.

The purpose of this exercise is to monitor adoption of the measures envisaged in the Hague Programme both at institutional level (Part I and Annex 1) and their implementation at national level (Part II and Annex 2). This includes the drugs action plan, the strategy covering the external aspects of the area of freedom, security and justice, and the action plan to fight against terrorism, which supplement the Hague Action Plan, in accordance with the set timetable.

Ceci englobe le Plan d’action drogue, la stratégie relative aux aspects externes de l’espace de liberté, de sécurité et de justice et le plan d’action visant à lutter contre le terrorisme, qui complètent le plan d’action de La Haye, conformément au calendrier fixé.

A Muslim revert is to go on trial accused of preparing an act of terrorism in Rotherham. Nicholas Roddis, 22, of Reedham Drive, Bramley, will go on trial at Leeds Crown Court. He faces 13 charges, including one of engaging in preparation of an act of terrorism between April 12 last year and July 12 last year. There are also 11 counts of possessing an article for a terrorist purpose, on July 11 2007.

The French, Czech and Swedish Presidencies will coincide with a period of significant changes for the European Union. The end of 2008 and the beginning of 2009 will be the last period of full-scale activity for the European Parliament and the Commission. The elections to the European Parliament in June 2009 and the appointment of a new Commission during the second half of 2009 will have a profound effect on the work of the three Presidencies.

This paper starts out from a puzzle: Why is EU JHA characterized by frustrations and blockades, while it is at the same time one of the most dynamic policy-areas? Posed in such general terms, this question is almost impossible to answer: Not only is EU JHA policy a highly diverse, but has also seen phases of ambitious agenda-setting contrasted by periods of stagnation. Therefore, a convincing answer to the above puzzle would require an extensive historical exposition of this policy area, which is beyond the scope of this paper.

La Commission a adopté ce jour son troisième rapport annuel (également nommé « tableau de bord ») sur la mise en oeuvre du programme de La Haye, qui fait le point sur les avancées des politiques menées en matière de liberté, de sécurité et de justice. Le programme de La Haye, qui couvre la période 2005-2009, a pris la suite de celui de Tampere, mis en oeuvre entre 1999 et 2004. Le tableau de bord 2007 évalue les progrès accomplis dans la réalisation des mesures prévues dans le plan d’action de La Haye pour l’année 2007.

Depuis le milieu des années 1980, époque où elle a subi une vague d’attentats terroristes, la France a mis au point une approche préventive de justice pénale pour contrer le terrorisme que beaucoup de responsables français considèrent comme un modèle digne de susciter l’émulation ailleurs. L’approche française se caractérise par des poursuites judiciaires agressives à l’encontre de réseaux terroristes présumés opérant sur le territoire français. Elle repose sur une étroite collaboration entre les procureurs et juges d’instruction spécialisés d’une part et les services de police et de renseignement d’autre part, conjuguée à des restrictions aux garanties procédurales appliquées aux infractions de droit commun.

Today, the Commission adopted the third annual report on the implementation of the Hague Programme on achievements in Justice, Freedom and Security policies, also referred to as the Scoreboard. The Hague Programme, which covers 2005-2009, is the successor of the Tampere Programme which covered the period 1999-2004. The 2007 Scoreboard assesses progress made vis-à-vis actions envisaged in the Hague Action plan for 2007.

A Spanish judge charged eleven men with plotting suicide attacks against the public transportation network in Barcelona. The indictment says the cell of ten Pakistanis and one Indian, had plans to carry out an attack between January 18-20 of this year. The indictment said that the men were «very close to achieving full technical capacity with explosives» to carry out the attack.

Today the Commission adopted a Communication on «A Common immigration policy for Europe: principles, actions and tools» and a Policy Plan «Asylum – an integrated approach to protection across the EU». The Communication puts forward ten Common Principles on which to base the common immigration policy, grouped under the three main strands of EU policy: prosperity, solidarity and security. The Policy Plan on Asylum provides for the architecture of the second phase of the Common European Asylum System (CEAS). Both address the remaining elements on immigration and asylum of The Hague Programme. They should be endorsed by the European Council of 15 October 2008 and will, in the course of 2009, feed into a new five-year Programme in the Justice, Freedom and Security area.

Radical «cleric» Abu Hamza has launched a High Court battle against extradition to the US to face terror charges. He is wanted for allegedly trying to set up an al-Qa’ida training camp in Oregon. He is also claimed to have helped the gang who kidnapped Western tourists in Yemen in 1998, killing three Britons. But his lawyers are arguing extradition should be blocked because evidence gained by torture was being used against him.
