Today, 25 November, in Paris, France is hosting the second Euro-African Ministerial Conference on migration and development, during which the African and European partners will take note of the reinforcement of the dialogue in the context of the Rabat process and the existence of a Euro-African consensus on a global approach to migration. They are also expected to commit themselves further to developing a genuinely operational relationship by adopting a multi-annual cooperation programme to ensure balanced and concerted management of migration in West Africa.

A European Commission report published 18.11.2008 shows that mobile workers from the countries that joined the EU in 2004 and 2007 have had a positive impact on Member States’ economies and have not led to serious disturbances on their labour markets. Workers from the EU-8 as well as Bulgaria and Romania have made a significant contribution to sustained economic growth, without significantly displacing local workers or driving down their wages.

The Communication presents the key findings of the Employment in Europe 2008 report. According to the report in 2007 there was a net employment growth of 3,5 million in total employment. In the recent years migrants significantly contributed to the economic and employment growth. In the near future it can be expected an increase in the risks for employment.

The Global Approach to migration can be defined as the external dimension of the European Union’s migration policy. It is based on genuine partnership with third countries, is fully integrated into the EU’s other external policies, and addresses all migration and asylum issues in a comprehensive and balanced manner. Adopted in 2005, it illustrates the ambition of the European Union to establish an inter-sectoral framework to manage migration in a coherent way through political dialogue and close practical cooperation with third countries.

On the eve of the International Day for the Eradication of Poverty, ministers from around the EU are holding a high-level meeting dedicated to fighting poverty and promoting social inclusion. 2010 will be the European Year for Combating Poverty and Social Exclusion and today’s meeting in Marseille, France, marks the kick-off for preparations across Europe. NGOs, local authorities and everyone working against exclusion are invited to participate in the campaign. The initiative will have a budget of at least €26 million, including €17 million of EU funding.

Today the Commission adopted new initiatives to reinforce the EU’s comprehensive approach to migration. It includes a Communication on «Strengthening the global approach to migration: increasing coordination, coherence and synergies», a Report to the 2008 Ministerial Conference on Integration on «Strengthening actions and tools to meet integration challenges» and a Communication reporting on the application of Directive 2003/86 on the right to family reunification. The proposals presented today build on the principles suggested in the recent Communication on A Common Immigration Policy for Europe and provide the first building blocks for the actions thereof proposed, which should also be taken on board of the European Pact on Immigration and Asylum.

Aujourd’hui, la Commission a adopté de nouvelles initiatives pour renforcer l’approche globale de l’UE sur la question des migrations : une communication intitulée « Renforcer l’approche globale de la question des migrations : accroître la coordination, la cohérence et les synergies », un rapport à la conférence ministérielle de 2008 sur l’intégration portant sur le « renforcement des actions et des outils pour relever les défis de l’intégration » et une communication relative à l’application de la Directive 2003/86 sur le droit au regroupement familial. Les propositions présentées aujourd’hui s’appuient sur les principes exposés dans la récente communication intitulée « Une politique commune de l’immigration pour l’Europe » et apportent les premiers éléments des actions proposées, qui devraient également être reprises dans le pacte européen sur l’immigration et l’asile.

Making Europe more secure for its citizens while maintaining civil rights and liberties is the goal of European Security Research. By co-operating and coordinating efforts on a Europe-wide scale, the EU can better understand and adequately respond to risks in a constantly changing world and enhance its competitiveness at the same time. Innovative technological solutions such as advanced video surveillance in public stadium areas facilitate the action of security authorities. This is a new common research project involving 23 European security administrations and one United Nations agency to benefit from each others experience, to avoid duplication and to obtain a critical mass of resources. The research network, called EU-SEC II, is funded by the European Commission under the 7th Framework Programme for Research. It is one, among many, concrete action that will be presented today at the third European Security Research Conference

Rendre l’Europe plus sûre pour ses citoyens tout en préservant les droits civiques et les libertés, tel est l’objectif de la recherche européenne sur la sécurité. Grâce à la coopération et à la coordination des efforts au niveau européen, l’Union est mieux à même de comprendre les risques présents dans un monde en constante évolution et d’y répondre tout en améliorant sa compétitivité. Des solutions technologiques novatrices telles que les systèmes avancés de vidéosurveillance dans les stades publics facilitent la tâche des autorités de sécurité. Il s’agit d’un nouveau projet de recherche mené en commun par les administrations en charge de la sécurité de 23 pays européens et une agence des Nations unies. Ce projet vise à tirer parti de l’expérience de chacun, à éviter les activités redondantes et à obtenir une masse critique de ressources. Le réseau de recherche, baptisé EU-SEC II, est financé par la Commission européenne au titre du 7e programme-cadre pour la recherche. Cette action concrète parmi beaucoup d’autres est présentée aujourd’hui à la troisième conférence européenne de recherche en sécurité.
