Europol, the European Police Office responsible for coordinating the fight against serious and organised crime, began operations from its headquarters in The Hague in 1999. In January 2010 it will become an agency of the EU. The Council Decision bringing about this change in its constitution has made some amendments to its objects, powers, working methods and governance.

The Spanish Supreme Court overturned convictions against 15 of the 20 men accused of forming an Islamist group plotting to blow up Madrid’s High Court. The ruling found «non-existent the crime of conspiracy to commit a deadly terrorist attack.» Convictions for five of the men were upheld. Thirty suspects were originally arrested four years ago, most of whom were from Algeria and Morocco.

Spanish police arrested 13 men accused of harboring Islamic extremists, including several suspected of having connections to the 2004 Madrid bombings, and helping them flee Spain. The arrests were made in areas near Barcelona, Madrid, and Algeciras. The recent arrests stemmed from an operation three years ago, in 2005, in which Spanish police broke up a cell that allegedly recruited people for suicide attacks against US-led forces in Iraq. At least eight of the detained are of Moroccan origin; details about the others have not been provided

A British Muslim man was an important member of al-Qaeda with a terrorist contacts book that had sections written in invisible ink, a court has heard. Rangzieb Ahmed, 33, of Manchester, denies directing terrorism and being a member of al-Qaeda. The prosecution at Manchester Crown Court alleged he was assisted by Habib Ahmed, 28, a city taxi driver.

Two doctors charged with trying to bomb a Glasgow airport and London’s West End will be portrayed by prosecutors as terrorists in thrall to a fundamental form of Islam, a jury in London heard Wednesday. Justice Colin Mackay also instructed jurors to set aside their prejudices and prepare for «an interesting case.» Bilal Abdulla, 29, and Mohammed Asha, 28, have been in jail awaiting trial since the abortive June 2007 attacks.

The arrest of two Muslim extremists at the Cologne-Bonn airport last week shows that German converts continue to volunteer for the jihad. Investigators fear that some are on their way back now that they’ve received training. It was Friday morning, shortly before 7:00 a.m., and all passengers had boarded KLM flight 1804 at the Cologne-Bonn airport. The small Fokker 50 was ready for takeoff. This particular Friday was a special day for devout Muslims, being one of the last days of the holy month of Ramadan.

Security officials from several European countries have developed a manual to help prison authorities prevent their jailhouses from becoming incubators for Muslim extremists. The manual, developed by France, Germany and Austria, includes signs that may indicate that a prisoner was becoming radicalized, including the presence of a growing beard. A prison group feared the manual could stigmatize Muslim inmates. The document was distributed at a two-day closed-door conference of European security experts that ended Wednesday. It will be given to prison personnel.

Armed police officers boarded a jet just minutes before takeoff Friday and arrested a pair of ethnic Somalis, saying they found a suicide note from the men that claimed the pair wanted to fight in a holy war and die in a terrorist attack. A 23-year-old Somali and a 24-year-old German born in Somalia boarded the KLM Flight 1084 without incident after the surprise early morning raid at Cologne-Bonn Airport, police said. Police said authorities did not think the men planned to hijack the plane.

German police commandos arrested two Somali-born terror suspects on a KLM aircraft Friday who media reports said had links to a group behind a foiled 2007 plot to attack US interests. Security forces boarded the Amsterdam-bound plane with 48 passengers on board at Cologne-Bonn at 6:55 am (0455 GMT) and took a 23-year-old Somali and a 24-year-old German citizen of Somali origin into custody, police spokesman Frank Scheulen said.

The Hague appeals court re-convicted four Dutch nationals of Moroccan descent for plotting attacks on Dutch politicians, and convicted them of the additional charge of membership in a terrorist organization. Both defendants and prosecutors appealed the original 2006 ruling – the defendants asking for acquittal, and the prosecutors sought stricter sentences.
