Therefore, she sketches a history of these phenomena and shows the philosophical roots of the problem. • Labour Force Survey : Reduced gap in employment rates between men and women in the EU27

  According to a report published by Eurostat, based on the results of the 2007 Labour Force Survey, in the EU27 between 2000 and 2007 employment rates both for men and women increased and the gender gap in employment decreased. Both in 2000 and in 2007 in all Member States the employment rate for men was higher than for women. Between 2000 and 2007 the gender gap in employment decreased in nineteen Member states and increased in eight Member States.

• On the European Readiness for Flexicurity

  The Fourth European Working Conditions Survey (European Foundation 2007) is used to investigate the readiness of Europe to flexicurity labour market reforms proposed by the European Commission. For this purpose, composite indicators of flexibility, precariousness and decentness of work are constructed with the OECD and the scientifical institute of the german unions HBS (Hans Boeckler Stiftung).

• Serbia: progress made but more efforts needed to implement human rights

  «Despite some steps in the right direction, obstacles to the effective implementation of human rights standards remain in Serbia», says the Council of Europe Commissioner for Human Rights, Thomas Hammarberg, completing a high-level official visit to the Republic of Serbia. Other than Belgrade, the Commissioner visited the Sandzak-Raska region, the autonomous province of Vojvodina, Kovin, Pozarevac and Southern Serbia.

• Discrimination against Roma children

  The European Court of Human Rights judged that there has been discrimination against Roma children in education in a region near Athens. It ruled that the conditions of school enrolment for Roma children and their placement in special preparatory classes because of their Roma origin – in an annex to the main school building – constituted discrimination.

• Eradicating poverty: the 2010 European Year starts today!

  On the eve of the International Day for the Eradication of Poverty, ministers from around the EU are holding a high-level meeting dedicated to fighting poverty and promoting social inclusion. 2010 will be the European Year for Combating Poverty and Social Exclusion and today’s meeting in Marseille, France, marks the kick-off for preparations across Europe. NGOs, local authorities and everyone working against exclusion are invited to participate in the campaign. The initiative will have a budget of at least €26 million, including €17 million of EU funding.

  16% of the European population lives below the poverty risk threshold. In this context, the seventh European Round Table on poverty and social exclusion aims to bring together all the actors in the field to develop specific proposals to combat poverty and exclusion.

• EU boosts national efforts to fight poverty and social exclusion

  The European Commission has today put forward a set of common principles to help guide EU countries in their strategies to tackle poverty. The Recommendation is based around three key aspects: adequate income support, inclusive labour markets and access to quality services. National governments will be encouraged to refer to these common principles and define policies for ’active inclusion’ on this basis so as to step up the fight against exclusion from society and from the labour market.

• Inégalités et disparités sociales de santé en France

  The commentary, based on data of the french statistical Office Insee, underlines the inequal situation of several professional groups concerning health and life expectancy. In France, the everage expectancy among industrial workers is 6,5 years lower than those of highly qualified employees. The ineqaulity is even worse concerning women. The authors also resume other statisticla aspects, such as working accidents, which show the same discrepancy.

  The reaction of several municipal authorities to the fear of crime, anti-social behaviour and the resulting City-dwellers’ intolerance is to produce legal instruments to deal with « incivilities » and to promote peaceful coexistence in the city. In the case of Barcelona, this instrument is the so called « Good Citizen’s Charter of Barcelona », which came into effect on 15th January, 2006. After one year of enforcement we have evaluated the consequences of the implementation of this by-law.
